Case Study: Gencom Technology Powers Multilingual, Accessible Parliamentary Broadcasts in Fiji

Revolutionising Transparency Through IP-Enabled Infrastructure and Innovation
In partnership with the Parliament of the Republic of Fiji, Gencom Technology has led a transformative upgrade to improve public access to government proceedings. With growing demand for live and on-demand content, and the need to support multiple official languages, the Parliament turned to Gencom to deliver a scalable, future-ready system.

The result is a complete infrastructure overhaul that enables live multilingual translation, real-time captioning, and accessible broadcasts. Working closely with partners AJA, Audinate, Ross Video, and BroadStream, Gencom provided full design, integration, and commissioning services, establishing a reliable, intuitive system across the entire parliamentary campus.

The Challenge: Accessibility, Scalability, and Simplicity
Fiji’s Parliament operates in three official languages: English, Fijian Hindi, and Vosa Vakaviti. Until recently, proceedings were broadcast in English only, with no captions or translations. Accessibility was limited, and Hansard transcriptions were completed manually—often long after sessions had ended.

The Parliament needed a system that could handle multilingual translation, live captioning, and broad distribution of audio and video content. It also had to be easy to use for non-technical operators and futureproofed for streaming and on-demand workflows.

Gencom’s Solution: IP Infrastructure and Smart Integration
Gencom began by deploying a new DanteAV network to support audio and video distribution across the Parliament’s buildings. This is a fully protected network architecture, providing the redundancy and reliability as needed for the all-important Hansard recording and broadcast systems.

Key technologies were selected to support the unique demands of the project:

• Audinate’s Dante protocol as the foundation for all audio and video transport
• AJA Dante AV 4K transmitters and receivers to move video and audio seamlessly over IP
• Ross openGear platform for processing, with DashBoard software for unified control
• BroadStream’s QLive with ASR for automated speech recognition and live captioning
• Broadcom WMWare for hosting of all of the software products.

Within the main chamber and committee rooms, PTZ cameras capture live footage. This is routed to control rooms where it’s cut, processed, and distributed across campus via the Dante AV system. Translation booths receive live video and audio, enabling interpreters to produce real-time language feeds, which are sent back to Parliament displays and public broadcast channels.

Simplifying the Complex: Gencom’s Custom Control Layer
To ensure the system could be run efficiently, Gencom created a custom control interface that allows users to manage signal routing without navigating complex back-end software.

“Operators don’t want to be making crosspoints manually,” said Systems Engineer Raymond Yu. “We built a simple button-based interface that lets them do what they need without touching any of the complicated infrastructure.”

This system bridges two platforms that don’t typically interact—Dante Controller and Ross DashBoard—using GraphQL queries and custom scripting to handle routing on demand. It reduces user error and simplifies training, giving the Parliament’s team confidence in daily operations.

Live Captioning with Human-Enhanced AI
Accessibility was central to the project, and captioning required a solution that could meet the unique challenges of parliamentary speech. Gencom brought in accessibility expert Wendy Youens to develop a workflow using BroadStream’s ASR technology, paired with live human correction.

“The captions are generated in real time, then checked by a human operator within seconds,” said Youens. “It’s accurate, efficient, and tailored to the linguistic diversity of Fiji.”

These captions are also repurposed by the Hansard team, replacing the previously manual transcription process. The result is a dramatic increase in speed and consistency, with improved access for the public and internal parliamentary teams alike.

A New Benchmark in Parliamentary Access
With this upgrade, Fiji’s Parliament has moved from a basic broadcast to a fully accessible, IP-based system that supports:

• Live streaming from multiple rooms simultaneously
• Audio feeds in four formats: English, Hindi, Vosa Vakaviti, and sign language
• Real-time captioning with human-corrected ASR
• A simplified control interface for non-technical users
• Future-ready capacity for video-on-demand workflows

What's Next?
The next phase of the project will include public streaming and building a robust VOD catalogue. Gencom continues to support the Parliament team, ensuring they have the tools and training to operate the system confidently.
