New Zealand Parliament Upgrades Live Streaming Platform with Elemental Technologies

When Parliament Television was in need of an upgrade to its live streaming platform, service operator Kordia partnered with New Zealand Systems Integrator Gencom Technology to implement the most advanced live streaming platform available, from Elemental Technologies.

Since 2007, the New Zealand public has been able to watch their democracy at work thanks to Parliament Television, a public service that delivers live feeds of parliamentary sessions via Sky Television, Freeview and streaming on the internet.

The initial infrastructure build was completed in 2007 by Gencom Technology, and the service is operated by Kordia.  Says Gencom General Manager David Barnard, “when we first built Parliament TV in 2007, the technology was state of the art. We implemented robotics and studio automation, as well as a basic web streaming capability.

Since then, internet video has undergone a revolution, and audiences expect to get a television-like experience on whatever device they happen to be watching. When Kordia came to us looking for a next-generation solution to meet that expectation, we immediately turned to Elemental.”

Gencom provided a solution leveraging Elemental® Live and Elemental® Delta software-defined video solutions. Elemental Live provides real-time video and audio processing for linear pay TV broadcast and live streaming to new media platforms. The software-based solution performs simultaneous processing of multiple video outputs, delivering the high-quality, high-efficiency performance required for formatting live video for any device.

These encoded streams are then passed to the Elemental Delta video delivery platform, which provides just-in-time (JIT) packaging and intelligent caching to deliver the right streaming profile to each device based on network conditions and screen size.  Device and content-specific rules allow video to be optimised  for bitrate, resolution, audio format, captions and number of channels, resulting in the best user experience and the lowest distribution costs.

According to Kordia CTO Aaron Olphert, “with this new service we’re able to transform the user experience. We can stream Parliament TV to end users and automatically adapt the format to suit different devices – including support for Parliament’s new mobile device app.”

Another advantage of the Elemental Delta video delivery platform is that it provides multi-tenant support, giving Kordia the ability to extend its live streaming offering to other customers, including broadcasters, content providers and large enterprises looking to deliver a television-quality viewing experience online.
